Someone asked me that, half joking.

Not quite. Before a single lot exists there are engineers, surveyors, utility companies and county departments, each holding a piece of it.

Drainage. Access. A regulation that changes at the county line. A street that has to make sense for families who have not arrived yet.

Every line on the plat is a decision somebody had to defend.
